Lou Burr is the CEO at Loc. He holds a B.A. degree from Michigan State University and an M.B.A. degree from Wayne State University.
Following graduation, Lou launched his career in commercial banking where he started off as a Credit Analyst and ultimately became a Commercial Loan Officer. In this position, Lou developed a deep understanding of the factors that lead to success or failure of any given company. The lessons learned in commercial banking still impact his decision making on a daily basis.
Lou was recruited by Loc Performance to be its Chief Financial Officer in 2008. 15 months later, he was promoted to President. Straddled with debt and facing a severe downturn in defense spending, he had to shift the company. Within three years, Lou successfully diversified the company from a 90% sales concentration in defense to a near 50/50 split by penetrating new commercial markets including hybrid buses and power generation while developing new customers including Caterpillar and General Electric.
Lou promotes the principles of “Better Buying Power” and strongly believes competition is the single most powerful tool available to achieve greater efficiency in defense spending. Under his leadership, Loc competed for and won the Bradley ECP1 prime contract and helped save the Army over $600 million. During the last three years, sales have more than tripled, from $42 million in 2014 to $154 million in 2017.
